Postgraduate degree in Energy Audit and Efficiency at National University of Engineering (2002). Certified Energy Auditor. Specialist in developing technical Due Diligence for power generation, transmission and distribution projects. Additionally, he is a specialist in power generation and distribution regulation studies, negotiation of energy contracts, energy efficiency and energy quality, analysis and design of harmonic filters. He was former founding partner of M&D Consultores SRL. Senior Supervisor at the United Nations Office for Project Services (UNOPS) and Supervisory Board for Investment in Energy and Mining (OSINERGMIN). Also, he was Senior at Ernst& Young S. Civil de R.L.
